The Education Expansion
China massively expanded higher education starting in 1999 (the “enrollment expansion” policy). College admission grew from 1 million per year (1998) to 11+ million (2024). This created the world's largest educated workforce but also contributed to youth unemployment as the economy couldn't absorb all graduates.
