The Education Expansion

China massively expanded higher education starting in 1999 (the “enrollment expansion” policy). College admission grew from 1 million per year (1998) to 11+ million (2024). This created the world's largest educated workforce but also contributed to youth unemployment as the economy couldn't absorb all graduates.

Key Education Facts (2024)

  • 9 years of compulsory education (primary + middle school): ~99.9% enrollment
  • High school gross enrollment: ~91%
  • Higher education gross enrollment: ~60% (up from 4% in 1990)
  • Graduate students: 3.89 million enrolled (masters + PhD)
  • Average years of schooling: 11+ years (population age 15+)

Challenges

  • Youth unemployment: 15-20% for age 16-24 (college graduates struggle to find jobs)

  • Urban-rural gap: rural schools significantly underfunded
  • Education spending: ~4% of GDP (government target)
